What is a TD1 form?

A TD1, which is also known as a Personal Tax Credits Return, is a document issued by the Canada Revenue Agency (CRA). It is used by employers to collect tax information – specifically, tax credit entitlements – so that they can calculate the amount of tax owed to the CRA. 

Whenever an organization’s accountants conduct monthly payroll tasks, they will consult the data provided by employees in their TD1s. This data must be stored securely. TD1 forms are submitted to employers, not directly to the CRA. That said, the CRA can request to review any individual TD1, and employers must report any tax credit claims that may be false.

What’s the difference between provincial and federal TD1 forms?

The CRA issues two types of TD1 forms. The federal TD1 form is a standard document that every employee resident in Canada must complete. It covers the whole of Canada and specifies credits that apply to federal taxes. 

Provincial forms, which are labeled with additional letters, such as “TD1ON” for Ontario and “TD1NB” for New Brunswick, are used to claim provincial tax credits. The local form you need to complete is determined by where you live, not where you work. 

Your employer will need both a federal and a provincial TD1 to calculate your whole tax credit entitlement.

Your employer will likely provide you with a link to the relevant government webpage where you can download a TD1. The CRA advises employers not to provide their workers with paper forms. That said, employees can submit forms either digitally or manually.

Alternatively, organizations can create a custom form and distribute it electronically through an online portal. If you are an employer and opt to take this route, you should ensure that your forms meet certain criteria. In particular, your form must mirror the official TD1 and have a system of verifying the identity of the person completing the form. Confidential employee data must be stored securely in accordance with CRA guidelines.

When do you need to fill out a TD1 form?

You should fill out a TD1 form if one or more of the following conditions applies:

  • You’ve started working for a new employer and will be paid. 
  • Your tax circumstances change. You may, for example, begin to care for an elderly relative or have children. 
  • You move to a new province. In this case, you should download and complete the relevant provincial TD1 form.

You should also fill out a TD1 if you decide to pay extra tax on your regular earnings from your primary job. People often choose to do this to avoid owing a large annual tax payment on secondary earnings when they submit their annual return to the CRA at the end of the year.

For example, the federal TD1 form for 2021 stipulates that you can claim $7,131 if you are over 65 and your net income from all sources will be less than $38,393. If you earn over $38.393, you may be entitled to a partial claim and the TD1-WS for 2021 shows you how to calculate this amount.
